Endo moved to Las Vegas from Tokyo in 2007 and opened Raku on Spring Mountain Road in 2008, in a strip mall a short drive from the Strip. He was explicit about who it was for. He wanted the chefs and hotel workers to come in after their shifts and enjoy themselves. The Review-Journal reported in 2021 that Raku's pull with local hospitality workers and national food media drew a cluster of other Japanese restaurants into the same shopping center, among them the city's first serious ramen bar, a Tokyo-style Italian room, and a Japanese curry house. Endo invited them.
